Assuming the problem is f(x) = |2x| - 3, you have the correct answer. The vertex is at (0,-3). Nice work. 

You can see this on the graph as the lowest point. Or you can find it by shifting the graph of y = |2x| down 3 units. The vertex of y = |2x| is (0,0) and so is y = |x|.
